Is drama and the subject taught within teachable in inner city secondary schools?

Do you think that drama is teachable in inner city secondary schools or is it all about controlling class room conduct and behavior because of pupil teacher conflict? This is to about year 7 through to year 9.

1. I do believe that drama can be taught in inner city secondary schools. One facet of drama that may be particularly suited for schools like that may be "drama for social change" type stuff. Search for that term if you want to know more.
